That's going to vary across all sorts of indus- tries and all sorts of facilities. "So you have to get parties to agree
on how you measure that and how of- ten you measure that. Then there's a sig- nificant cost component in terms of actually determining what your emis- sions or credits are going to be on not only an initial basis but on an ongoing basis," he says. "What those costs are and how you get there are far from clear right now."
