And, just as there are concerns over carbon tax, there are also problems in- herent in implementing a cap-and-trade system, says Andersen. "How do you de- termine what the level of greenhouse gas emissions, or conversely credits, a facil- ity or a type of activity generates? That's going to vary across all sorts of indus- tries and all sorts of facilities. "So you have to get parties to agree on how you measure that and how of- ten you measure that. Then there's a sig- nificant cost component in terms of actually determining what your emis- sions or credits are going to be on not only an initial basis but on an ongoing basis," he says.
