With the Conservatives now forming a majority government, there will be a less labour-friendly face in Ottawa. Unions have been losing ground in terms of membership in recent years. And despite the high-profile labour actions this summer, the number of strikes has declined. In 2005, for example, there were 328 strikes in Canada. In 2010, it was down to 175. But organized labour is not going away and the debate will continue. For now, the direct outcome of Fraser will be felt only among farm workers. Wayne Hanley, national president of UFCW Canada, says the decision failed agri- culture workers, many of whom are further victimized as migrant workers and are some of the most vulnerable workers in Canada. "The decision essentially said the AEPA is constitutional, so if you don't like it go change the govern- ment and change the law, which is somewhat ironic because many agriculture workers are migrant and temporary for- eign workers who do not have Canadian voting rights. That said, we have an Ontario election coming up and as trade unionists I can assure you that we will be using every tool available to us to make farm worker rights an important election issue," he says.
