Theberge said most of the employees are expected to come from the U.S. While the number may seem large, Theberge said VANOC will see 50,000 employees on site during the Olympics. It has been given the authority to register and accredit foreign nationals who are performing a specific role or function within the organization. They are being allowed entry through "deemed multiple-entry temporary resident visas," which are not subject to the normal cost-recovery fees. The regulatory amendments to Canada's
Immigrations and Refugee Protection reg- ulations allow a streamlining of admission between Dec. 12, 2009 and March 28, 2010 and are repealed on March 22, 2010. Employers will still be required to
obtain clearance from Human Resources and Skills Development Canada. HRSDC spokeswoman Julie Hahn said a "posi- tive or neutral" labour market must exist, indicating that Canadian workers are not available to fill those positions. HRSDC has placed information on its home page, which sets out the processes for hiring foreign nationals during the Olympics.
