Poverty law also puts the access to justice issue under a micro- scope. Individuals who are low income or society's most vulnerable are unable to afford the cost of even going to court. While they may have a lawyer supplied by a non-profit organization there is still the cost of court fees. As a result, it is an area of law that doesn't see a lot of new precedents or judgments. Lawyers such as Milne often face the challenge of representing clients in complex areas such as the income assistance and worker disability systems. "There are not a lot of precedents and guidance," she says, because cases often are before a tribunal or board. Milne says CLAS, which has a $2 million budget (for a total staff of 29 including paralegals and advocates) is now considering working with larger law firms that could lend expertise and take cases to court. Working for society's most vulnerable can be rewarding as Milne has wanted to fulfil that role since being called to the bar in 2008. "There is not a lot of poverty law and it was new to me," she says.
