Bilingual and reliable for his final verdicts, Wagner's decisions have impacted important matters in Canadian law. In R. v. Antic (2017), he ruled in favour of the defendant who argued they have a right not to be denied reasonable bail without just cause. In Stewart v. Elk Valley Coal Corp (2017), he ruled in favour of the defendant arguing that there shouldn't be discrimi- nation based on mental and physical disability. And in Uniprix inc. v. Gestion Gosselin et Bérubé inc. (2016), he ruled on contract interpretation and renewal clauses. Wagner has spoken out about the importance of making the SCC better understood by improv- ing transparency. In 2016, she was appointed as the City of Calgary's first ethics advisor. In this role, Woolley advises the city council members on matters that could put the council or individual members at a legal risk. She authored Understanding Lawyers' Ethics in Canada, 2nd Edition in 2016 and co-authored and co-edited Lawyers' Ethics and Professional Regulation, 3rd edition in 2017. Woolley has advocated at Calgary's city hall that its whistleblower program should be expanded to protect the identities of private citizens and councillor staff- ers who report inappropriate behaviour. She has aimed to create a tougher code of conduct for the mayor and members of council and oversee the creation of a voluntary lobbyist registry. While dean-academic at the Uni- versity of Calgary Faculty of Law, Woolley instituted significant curricular changes that focused on the practical elements of legal education.
